add comment to warn about keeping INVITES_LIMIT low

If INVITES_LIMIT is allowed to be greater than MAX_EMAIL_INVITES_BY_USER
then the inviter can send more than MAX_EMAIL_INVITES_BY_USER invitations
at once.
